The City of Sebastian is seeking a firm to assist in updating several elements with the Comprehensive Plan outside of the regular Evaluation and Appraisal Report cycle.  The services to be requested from the successful offeror may include, but are not limited to, the following type of services:

• Facilitation of a community workshops/hearings to meet the requirements of updating a Comprehensive Plan pursuant to Fla. Stat. 163
• Preparation of Comprehensive Plan Element updates to meet State requirements.

The successful offeror will provide the professional services described herein in support of the City. The successful offeror will demonstrate qualifications, experience, abilities and the proposed methodology necessary to successfully accomplish and support all aspects of the prescribed type of work.

The Town of Loxahatchee Groves is made up of 7,867 acres. The population is estimated at 3,500 residents living on 1,600 parcels of land. The Town is focused on preserving its rural lifestyle and addressing development related issues through the planning process mandated by the state of Florida. The town is seeking a process leading to a comprehensive plan for the community to be submitted to the State of Florida.

The successful proposer will provide the visioning strategic planning services leading the development of strategic plan and community input for the strategic planning process. The Town of Loxahatchee Groves requests proposals from experienced individuals, organizations or teams acting as the strategic planning advisor to plan and deliver the strategic planning & visioning session with Town Council and to provide ongoing guidance and advice to the development of a comprehensive plan. The individual or team acting as the strategic planning advisor will be the key facilitator and leader for the Strategic Planning Session and will provide guidance for the development of the Comprehensive Plan. The person will be responsible for ensuring that all the key elements come together in a smooth and effective way. The strategic planning consultant will work with the Town Council and management of the town.

Hardee County Board of County Commissioners is soliciting proposals for professional consulting services to prepare its Evaluation and Appraisal Report (EAR) as required by Chapter 163, Part II, Florida Statutes.

All work shall comply with the requirements as set forth in Section 163.3191.  Hardee County’s EAR is due on June 1, 2008.  In addition to the requirements set forth in Section 163.3191, Hardee County requires at least one charrette as a component of assessing the growth management element of the issues to be evaluated.

The City of Sanibel is seeking proposals from qualified individuals and firms to complete an Update of Sanibel’s Commercial Market, Economic and Land Use Analysis and the Economic Assumptions of the Sanibel Plan.

Wakulla County is requesting qualifications from individuals or firms for the development of a concurrency management system and the provision of concurrency management consulting services. The tasks will include development of a traffic count program, concurrency methodology, and establishment of a concurrency management system for transportation as well as for other public facilities for which levels of service have been established, as required by the Comprehensive Plan and state law.

The City of Sanibel is seeking proposals from experienced planning firms and teams to assist with the preparation of a specific commercial district plan and supporting amendments to the Land Development Code for the western portion of Periwinkle Way, including Palm Ridge Road, Tarpon Bay Road and Sanibel’s governmental, civic, cultural, historic and recreational complex primarily situated along Dunlop Road.

Palm Beach County Facilities Development and Operations (FD&O) is seeking proposals from qualified firms to provide planning, due diligence, development analysis, and development approval services for proposed or actual projects on property owner or to be acquired by Palm Beach County. This contract will be for fourteen months with two, 1-year renewal options. Individual tasks under this contract will be assigned on an as-needed basis by FD&O.

SCOPE OF WORK
The consultant shall serve as the County’s representative for projects authorized under the agreement. The scope of services required under this agreement will vary on a project by project basis.

A. Due diligence evaluations of property including research of land use, zoning, drainage, utilities, traffic and site plans.
B. Development of site plan and studies; feasibility reviews.
C. Pre-purchase development analysis and
D. Project coordination with consultants for applicable multidisciplinary issues.
E. Review of site plans prepared by others for consistency with code requirements.
F. Site visits and investigations; documentation.
G. Review of Comprehensive Plan and Zoning regulations which affect development.
H. Analysis of physical, environmental, and governmental factors (including accessibility) that may affect development.
I. Rezoning issues.
J. Preparation of applications for development orders (through final approvals).
K. Representation of applications to reviewing agencies, committees, and elected/appointed boards.
L. Review and analysis of responses to RFP for land development.
M. Environmental evaluation of real property including but not limited to a review of vegetation and wildlife together with associated permitting requirements.

Additional services may include:

• Landscape architecture as required for governmental permitting requirements.
• Traffic engineering.
• Geotechnical engineering services as required for due diligence investigations of real property.
• Land surveying services including platting as required for governmental processing requirements and real property transactions.

The City of Fernandina Beach is soliciting qualifications to conduct a historic properties survey to update a previous survey. This project has been financed in part with historic grant assistance provided by the State of Florida, Florida Department of State, Bureau of Historical Resources. The grant period ends June 30, 2007. Proposals must include an approach for completing each of the following tasks required by the Florida Department of State, Bureau of Historical Resources:

Conduct a Historic Structure Survey of the City of Fernandina Beach. Florida Master site file forms will be completed on all newly surveyed historic structures and updated on all previously recorded historic structures within the survey area. Three copies of the Final Survey report meeting the requirements of Chapter 1A-46.001 Florida Administrative Code, with survey log sheets each master site file form, with accompanying maps and photos, shall be submitted to the City no later than June 4, 2007. Photographs of each property surveyed shall also be submitted. All project work must be in compliance with the Secretary of the Interior’s Standards for Archeology and Historic Preservation: Preservation Planning, Identification, and Evaluation.

The Town of Lantana desires to engage the services of an individual or business entity to provide professional urban planning services for development of a Redevelopment Master Plan for the North Broadway area.
