The successful offeror will demonstrate qualifications, experience, abilities and the proposed methodology necessary to successfully accomplish and support all aspects of the prescribed type of work.

The town is seeking a process leading to a comprehensive plan for the community to be submitted to the State of Florida.
The successful proposer will provide the visioning strategic planning services leading the development of strategic plan and community input for the strategic planning process. The Town of Loxahatchee Groves requests proposals from experienced individuals, organizations or teams acting as the strategic planning advisor to plan and deliver the strategic planning & visioning session with Town Council and to provide ongoing guidance and advice to the development of a comprehensive plan. The individual or team acting as the strategic planning advisor will be the key facilitator and leader for the Strategic Planning Session and will provide guidance for the development of the Comprehensive Plan. The person will be responsible for ensuring that all the key elements come together in a smooth and effective way. The strategic planning consultant will work with the Town Council and management of the town.

SCOPE OF WORK
The consultant shall serve as the County’s representative for projects authorized under the agreement. The scope of services required under this agreement will vary on a project by project basis.
A. Due diligence evaluations of property including research of land use, zoning, drainage, utilities, traffic and site plans.
B. Development of site plan and studies; feasibility reviews.
C. Pre-purchase development analysis and
D. Project coordination with consultants for applicable multidisciplinary issues.
E. Review of site plans prepared by others for consistency with code requirements.
F. Site visits and investigations; documentation.
G. Review of Comprehensive Plan and Zoning regulations which affect development.
H. Analysis of physical, environmental, and governmental factors (including accessibility) that may affect development.
I. Rezoning issues.
J. Preparation of applications for development orders (through final approvals).
K. Representation of applications to reviewing agencies, committees, and elected/appointed boards.
L. Review and analysis of responses to RFP for land development.
M. Environmental evaluation of real property including but not limited to a review of vegetation and wildlife together with associated permitting requirements.
Additional services may include:
• Landscape architecture as required for governmental permitting requirements.
• Traffic engineering.
• Geotechnical engineering services as required for due diligence investigations of real property.
• Land surveying services including platting as required for governmental processing requirements and real property transactions. |

The City of Fernandina Beach is soliciting qualifications to conduct a historic properties survey to update a previous survey. This project has been financed in part with historic grant assistance provided by the State of Florida, Florida Department of State, Bureau of Historical Resources. The grant period ends June 30, 2007. Proposals must include an approach for completing each of the following tasks required by the Florida Department of State, Bureau of Historical Resources:
Conduct a Historic Structure Survey of the City of Fernandina Beach. Florida Master site file forms will be completed on all newly surveyed historic structures and updated on all previously recorded historic structures within the survey area. Three copies of the Final Survey report meeting the requirements of Chapter 1A-46.001 Florida Administrative Code, with survey log sheets each master site file form, with accompanying maps and photos, shall be submitted to the City no later than June 4, 2007. Photographs of each property surveyed shall also be submitted. All project work must be in compliance with the Secretary of the Interior’s Standards for Archeology and Historic Preservation: Preservation Planning, Identification, and Evaluation.
