STATE AND FEDERAL HIGHLIGHTS

DCA SUSPENDS RULEMAKING EFFORTS RELATED TO 9J-5, F.A.C.
The Florida Department of Community Affairs (DCA) has announced that it has suspended rulemaking activities related to 9J-5, F.A.C.   DCA further stated that it has decided to withdraw the proposed rule for HB 697 at this time to more carefully review and consider the comments received. A Notice was published in the Florida Administrative Weekly on November 24 to formally announce this withdrawal.   Go to http://www.dca.state.fl.us/notices/ to view.

NATIONAL PLANNERS CLIMATE CHANGE SURVEY
The University of Texas at Arlington is conducting research on planners' roles in climate change mitigation. They are asking planners across the country to complete a survey, which can be foundby cutting and pasting the following into your browser:  http://www.surveymonkey.com/s/NationalPlannersClimateChangeMitigationSurvey_APA_CP.  It takes about 20 minutes to complete the survey. Please help us to get the Florida response rate to a higher level. If you've already completed the survey, thanks for the help and the researchers ask that you don't complete it again.

STUDY LOOKS AT WHY PEOPLE LOVE THEIR COMMUNITY
What makes a community a desirable place to live? What draws people to stake their future in it? Are communities with more attached residents better off? Gallup and the John S. and James L. Knight Foundation launched the Knight Soul of the Community project in 2008 with these questions in mind. After interviewing close to 43,000 people in 26 communities (including Miami, Palm Beach, Bradenton and Tallahassee) over three years, the study has found that three main qualities attach people to place: social offerings, such as entertainment venues and places to meet, openness (how welcoming a place is) and the area's aesthetics (its physical beauty and green spaces).  The study has found that perceptions of the local economy do not have a very strong relationship to resident attachment.  Instead, attachment is most closely related to how accepting a community is of diversity, its wealth of social offerings, and its aesthetics.  Read the study results at http://www.soulofthecommunity.org/ .

NEW DCA WEB PAGE ON LAND USE COMPATIBILITY ADJACENT TO PUBLIC USE AIRPORTS
There is a new web page on the Department's web site: Land Use Compatibility Adjacent to Public Use Airports (http://www.dca.state.fl.us/fdcp/dcp/airports/index.cfm).  This page was created to advise certain local governments that they are adjacent to a public use airport and, therefore, must include in their comprehensive plan the criteria they will use to achieve the compatibility of lands adjacent to the airport(s), as required by s.163.3177(6)(a), F.S.  There are 129 public use airports in Florida.  These airports are located adjacent to 56 counties (not these 11 counties: Washington, Liberty, Jefferson, Madison, Hamilton, Lafayette, Union, Sumter, Glades, Flagler and Baker) and 80 municipalities.  A list of the adjacent local governments is provided on the web page.  The statute gives local governments until June 30, 2012 to meet this requirement.  If you have any questions regarding the accuracy of the list on the web site, please contact Matt Muller at 850-922-1789 or by email at Matthew.Muller@dca.state.fl.us.
