DEP ANNOUNCES NEW STORMSMART COASTS WEBSITE
On June 1st, the Florida Department of Environmental Protection (DEP) Office of Coastal and Aquatic Managed Areas (CAMA) announced the launch of StormSmart Coasts website at www.stormsmartcoasts.org. StormSmart Coasts is a new website that helps coastal communities identify activities that should be done before, during, and after a severe weather event. The new website provides state specific, in-depth information about potential hazards, how to minimize risks, improve emergency response and more. State and local emergency contact lists are available. StormSmart Coasts also provides instruction on uniting community, public and private organizations and volunteers in tackling the challenge of clean-up after a storm. The site's "Your Community" section highlights on the ground, local actions implemented to address challenges like hurricanes, sea level rise, climate change and flooding.
A related site, StormSmart Connect (www.stormsmartconnect.org) provides a virtual community for coastal decision makers. This web-based collaboration of coastal managers moves beyond the application of guidance documents and prescribed information. Members of StormSmart Connect can quickly find people working in similar areas or on related topics, join or form discussion groups, share documents with others, and participate in site-wide forums.
NOAA RELEASES NEW REPORT ON HAZARD AND RESILIENCY PLANNING
In late April, NOAA released a new report titled "Hazard and Resiliency Planning: Perceived Benefits and Barriers Among Land Use Planners". The project explored and documented the factors underlying specific coastal hazards risk and resilience related behaviors among local land-use planners in coastal zones of four of the NOAA regions, including Florida. The study indicated that the benefits identified by local planners tended to relate to the desire for professional satisfaction. The barriers tended to be more external (lack of public support, limited budgets, competing priorities etc.). The report can be read at
http://www.csc.noaa.gov/publications/social_science/NOAACSCResearchReport.pdf .
SUPREME COURT RULES ON FLORIDA BEACH RENOURISHMENT CASE
The U.S. Supreme Court recently ruled in favor of the Florida Supreme Court in a case (Stop The Beach Renourishment, Inc. vs Florida Department of Environment Protection et al) dealing with beach renourishment in Walton County. Six beachfront landowners originally argued that a beach renourishment project in front of their property changed the beachfront from private to public access which constituted a taking for which they should be compensated. The Florida Supreme Court did not agree and the case ended up before U.S. Supreme Court. APA and its Florida Chapter filed an amicus brief supporting the State of Florida because the plaintiffs were urging the Court to create a new category of Takings - a "judicial taking." You can read the decision at http://www.supremecourt.gov/opinions/09pdf/08-1151.pdf .

AIRPORT COMPATIBLE LAND USE GUIDEBOOK NOW AVAILABLE
The FDOT Aviation Office recently released a guidebook which highlights important information and factors that must be considered when evaluating various land use and development decisions that have the potential to impact public-use airports or military airfields in Florida. Developed in coordination with the Florida Department of Community Affairs and the Florida Airports Council, the Airport Compatible Land Use Guidebook is divided into four sections including a recommended review process for local governments, an overview of existing regulations, specific areas of an airport that need to be protected from incompatible land uses, and strategies to prevent or correct land use incompatibilities. The guidebook can be found at http://www.dot.state.fl.us/aviation/flpub.shtm . |
