SENATE COMMITTEE RELEASES REPORT ON DCA SUNSET REVIEW
In mid-December, the Senate Committee on Community Affairs released Issue Brief 2010-309, Agency Sunset Review of the Department of Community Affairs. The Issue Brief addresses the issues identified in the staff sunset review guidelines and provides an updated overview of the Department of Community Affairs, the Division of Emergency Management, and the Florida Housing Finance Corporation. With respect to the Department of Community Affairs, Senate staff recommends that the department be retained for three reasons: it is the conduit for federal funding; it is designated by law as the state's land planning agency; and it has the responsibility and the expertise necessary to implement legislative directives -any disruption in the Department's review and approval of local government comprehensive plan amendments may lead to uncertainty, costs, and delays for development projects that provide economic stimulus and jobs. MOBILITY FEE METHODOLOGY STUDY REPORT ISSUED BY DCA AND FDOT
On December 1st, DCA and FDOT submitted their Joint Report on the Mobility Fee Methodology Study to the Legislature. Required pursuant to the Community Renewal Act, Chapter 2009-96, Laws of Florida, the study provides background information, principles for a mobility fee, options for legislative action, a plan to implement a mobility fee, an economic analysis, potential costs benefits, and activities necessary to implement a fee. The report was prepared with the assistance of a Stakeholder working group, technical working groups and the Center for Urban Transportation Research. The report is available on the DCA website at

FORT PIERCE NAMED 2010 GREAT AMERICAN MAIN STREET SEMIFINALIST
The National Trust for Historic Preservation has named Fort Pierce as one of ten semifinalists for the Great American Main Street Awards. Some of the other semifinalists include Aledo Illinois, Ferndale Michigan, and Paducah Kentucky. Collectively, the 2010 semifinalist communities have created more than 1,100 new businesses and nearly 4,800 new jobs, rehabbed more than 950 buildings and decreased their vacancy rates by an average of 31 percent. They have generated an average of $24,104,868.70 in public investment and $43,494,647.40 in private investment. A national jury composed of former award winners, community development professionals, representatives from government and foundations, and journalists who are active in community economic development and historic preservation will evaluate the semifinalists and select five winners to be announced in May. EPA ANNOUNCES WINNERS OF NATIONAL AWARD FOR SMART GROWTH ACHIEVEMENT
Four communities have been recognized by EPA for their exceptional approaches to development that respect the environment, foster economic vitality, and enhance quality of life. The 2009 winners of the National Award for Smart Growth Achievement are: Envision Lancaster County Comprehensive, Lancaster County Planning Commission, Lancaster, Pennsylvania (Overall Excellence in Smart Growth); The City of Charlotte, Charlotte Department of Transportation, Charlotte, North Carolina (Policies and Regulations); Parkside of Old Town, Chicago Housing Authority, FitzGerald Associates Architects, and Holsten Real Estate Development Corporation, Chicago, Illinois (Built Projects); and Tempe Transportation Center, City of Tempe and Architekton + Otak, Tempe, Arizona (Smart Growth and Green Building). CLEAN ENERGY AND CLIMATE CHANGE POLICY FOR U.S. GROWTH & JOB CREATION
A new study, Clean Energy and Climate Policy for U.S. Growth and Job Creation, concludes that a robust climate bill could boost the U.S. economy by about $111 billion by 2020 and create as many as 1.9 million jobs. The report is by David Roland-Holst and Friedrich Kahrl of the University of California, Berkeley, in collaboration with Madhu Khanna of the University of Illinois, Urbana-Champaign, and Jennifer Baka of Yale University. Key findings of the study include that all 50 states can gain economically from strong federal energy and climate policy, despite the diversity of their economies and energy mixes, and the country as a whole can gain 918,000 to 1.9 million jobs, and household income can grow by $488 to $1,176, by 2020 under comprehensive energy and climate policy. EPA HOSTS VIDEO COMPETITION TO PROMOTE "THREE R's" OF CONSUMER WASTE
The U.S. Environmental Protection Agency is sponsoring a video contest that challenges filmmakers to produce short, creative videos that highlight the "Three Rs" of individual consumption: reduce, reuse, and recycle. The agency is accepting submissions for the contest, called "Our Planet, Our Stuff, Our Choice," through Feb. 16. Entries should be either 30 or 60 seconds in length. The video should creatively promote steps individuals and organizations can take to minimize negative environmental impacts within their communities on the following topics: Reducing and reusing; Recycling; Composting; and Consumption and its effect on environmental footprint. The winning submissions will be announced in April 2010 in time for the 40th anniversary of Earth Day. More information can be found at http://www.epa.gov/waste/wycd/video.htm .
