STATE & FEDERAL HIGHLIGHTS
RURAL LAND STEWARDSHIP RULE HEARINGS
The Florida Department of Community Affairs published Notices of Proposed Rulemaking for Rural Land Stewardship in the Florida Administrative Weekly on October 17, 2008.   The Department will hold a hearing on the proposed rules in Tallahassee on November 14, 2008.  According to the Department, the proposed rules have been significantly changed from the previous draft based on comments received.  The rules and hearing information can be viewed at

GOVERNOR CRIST LAUNCHES "ACCELERATE FLORIDA: EXTENDING FLORIDA'S ECONOMIC HORIZONS" INITIATIVE
Governor Charlie Crist announced his "Accelerate Florida: Extending Florida's Economic Horizons" economic stimulus plan by charging state agencies to speed up billions of dollars in approved construction and capital outlay projects through expedited approval and contracting. He also directed agencies to promote less intrusive, more effective government by identifying burdensome regulation and barriers to job creation.  As part of this overall effort, the Office of Tourism, Trade and Economic Development was charged with creating think tanks that will explore how government can allow entrepreneurialism and innovation to flourish in Florida.  These think tanks will cover the topics of: workforce; higher education; transportation; international trade and foreign direct investment; growth management and housing; small business, minority business and manufacturing; and rural economic development.   For an overview of this initiative, go to

ACTIVE TRANSPORTATION FOR AMERICA
The Rails-to-Trails Conservancy presented its "Active Transportation for America" report to Congress this month.  The report quantifies--for the first time--the national benefits of bicycling and walking. Putting figures to facts, the report documents the transportation, energy, climate, public health, and economic benefits of bicycling and walking. The report makes the case that relatively modest federal investment in bicycling and walking can save Americans tens of billions of dollars each year. The report compiles success stories from communities across America to show the potential to realize these benefits. To read the report, go to

CALIFORNIA TO REDUCE GREENHOUSE GAS EMISSIONS THROUGH LAND USE
Governor Schwarzenegger recently signed a bill which seeks to control greenhouse gas emissions by curbing sprawl.  SB 375 provides incentives for creating attractive, walkable and sustainable communities and revitalizing existing communities.  It also provides emissions-reduction goals around which regions can plan - integrating disjointed planning activities and providing incentives for local governments and developers to follow new conscientiously-planned growth patterns.  To read the bill and other related initatives, go to http://gov.ca.gov/press-release/10697 .

REPORTS, PUBLICATIONS AND BRIEFINGS 

2008 WATER CONGRESS RECOMMENDATIONS
As stated in its Second Annual Report, the Century Commission believes "a long-term water conservation, use and supply plan, for environmental, agricultural and public consumption purposes" is essential for a sustainable quality of life in Florida. To this end, the Century Commission convened a statewide Water Congress, on September 25-26, 2008, to develop a comprehensive set of sustainable water use and supply action steps.  Former APA Florida President Rich Unger participated as a delegate on behalf of APA Florida.  To view the meeting materials and draft delegate recommendations, go to http://www.centurycommission.org/specialevents.asp . 

GOVERNOR'S ACTION TEAM ON ENERGY AND CLIMATE CHANGE ISSUES FINAL REPORT
On October 15, 2008, the Governor's Action Team on Energy and Climate Change delivered its second and final report. The Phase 2 report contains 50 separate policy recommendations as well as a separate suite of recommendations as guidance to the Florida Department of Environmental Protection (DEP) in its development of a regulatory, market-based cap-and-trade emissions limiting program. The report builds on the recommendations of the Phase 1 report released November 1, 2007 and can be viewed at

HOUSTON'S MULTI-POLLUTANT EMISSIONS REDUCTION PLAN
Houston, Texas sustainability programs have become the cornerstone of a detailed Multi-Pollutant Emission Reduction Plan, which envisions at least an 11-percent cut in greenhouse gases from their 2005 level by 2010, with deeper cuts likely when the city adds green measures and expands mass transit.  The plan identifies 14 strategies that Houston will use to reduce the city's impact on the climate.  These include more reliance on wind-generated power, retrofitting city facilities, city lighting retrofitting, and mandatory LEED certification, among others.  To read the plan, go to

HIGH SCHOOL ESSAY CONTEST NOW OPEN
APA invites high school students to write about the critical planning issues facing their communities.  The theme is the development of an historic preservation plan for the student's community.  There will be two first place awards, one to a public school student and one to a private school student. First place winners will receive $5,000 scholarships to the college or university of their choice and recognition on APA's website and other media.
