News from the Department of Community Affairs: Rule 9J-35, F.A.C., Local Government Comprehensive Planning Certification Program, was filed for adoption with the Secretary of State's office on December 2, 2002 and will become effective December 22, 2002. A final version of the rule may be found at www.dca.state.fl.us/fdcp/DCP/certification/9j35final.pdf. The 2003 application period for the Certification Program is January 6, 2003 through February 4, 2003. See www.dca.state.fl.us/fdcp/DCP/certification/certificationprogram.htm for further information. Also, “Objection, Recommendation, and Comments” reports will soon be available on line, similar to the posting of “Notices of Intent.” They will be posted at www.dca.state.fl.us/fdcp/DCP/PlanProcessing/noiorcpage.cfm.

Proposed amendments to the draft report of the Strategic Intermodal Steering (SIS) Committee Final Report, and the action taken by the Committee on each amendment is now posted to the SIS website at: www11.myflorida.com/planning/sis.

The Florida Department of Environmental Protection proposes to amend Chapter 62-40, F.A.C., to incorporate statutory changes enacted in 1997, 1998, and 1999 relating to watershed management, local sources first, minimum flows and levels, and regional water supply planning, and to amend provisions on water shortages, reservations, water conservation, and reuse. If requested within 21 days of the publication date of the notice, which was December 20, 2002, a hearing will be held in room 609, Twin Towers Building 2600 Blair Stone Road, on January 17, 2003. FEDERAL INITIATIVES

The U.S. Department of Transportation sponsors the following website, Government Transportation Financial Statistics, at www.bts.gov/xml/gf/src/main.xml. This query system provides interactive access to transportation revenues and expenditures for federal, state, and local governments. Federal government data are available for Fiscal Year 1977-2001, and grants to state and local governments for Fiscal Year 1977-2000. State and local government data are provided for Fiscal Year 1977-1999. Also included are federal budget authority and obligations for Fiscal Year 1985-2000. The data provided in this query system are also published in the Government Transportation Financial Statistics 2001 (www.bts.gov/publications/government_transportation_financial_statistics/index.html). The U.S. Department of Transportation encourages users to refer to this publication for discussion of the data coverage, methodology, and reliability.

The Federal Emergency Management Association and the Office of Management and Budget established a one-stop site for disaster preparedness and response information, www.disasterhelp.gov. This pilot program is intended to help improve the dissemination of information to first responders, and ultimately, help first responders and emergency managers share information. It ultimately is expected to become part of a larger initiative aimed at greatly enhanced disaster management on an interagency and intergovernmental basis. The site is oriented toward helping users, including state, local, and tribal governments, citizens, private sector businesses, non-government organizations, and federal agencies, find information and services across a wide range of relevant disaster management offerings.


REPORTS AND PUBLICATIONS

The American Farmland Trust released a study that shows that 86 percent of America's fruits and vegetables and 63 percent of dairy products are grown on farmland that is increasingly at risk from sprawling development. “Farming on the Edge: Sprawling Development Threatens America's Best Farmland” finds that between 1992 and 1997, the U.S. paved over more than 6 million acres of farmland, an area approximately equal to the size of Maryland. From 1982-1997, the U.S. population grew by 17 percent, while urbanized land grew by 47 percent. Over the past 20 years, the acreage per person for new housing almost doubled and since 1994, 10-plus acre housing lots have accounted for 55 percent of the land developed. The study includes national and state maps of farmland in the path of development as well as a ranking of the top 20 states by acreage of prime farmland lost to development. Texas is losing the most high quality land, followed by Ohio, North Carolina, Georgia and Illinois. The Regulatory Barriers Clearinghouse (RBC) supports state and local governments and other organizations seeking information about laws, regulations, and policies affecting the development, maintenance, improvement, availability, and cost of affordable housing. Hosted by the U.S. Department of Housing & Urban Development’s Office of Policy Development and Research, RBC supports the collection and dissemination of resources that can help identify and address regulatory barriers in your home state and community. Services offered by the Regulatory Barriers Clearinghouse include: An electronic newsletter that highlights successful barrier removal strategies and policies, including a brief list of sources for further information; a searchable database of publications, local laws, regulations, policies, and plans that identifies problem areas and offers possible solutions based on real-world experiences; a toll-free number staffed by housing professionals familiar with regulatory barrier issues and the clearinghouse collection; a listserv to keep interested constituents informed; and a discussion board that enables practitioners to share their experiences in overcoming the regulatory barriers to affordable housing. A new Trust for Public Land report, “Taking the High Road: Protecting Open Space Along America's Highways,” suggests that road builders and conservationists can work together toward an improved national highway policy, one that minimizes the impacts of highway development and brings about smarter land use practices. Funded by the David and Lucile Packard Foundation, the report examines problems such as the environmental impacts of road construction and the spiraling of land prices along new roads. It promotes best practices for linking land use and road construction and includes state and local success stories. GRANTS, FUNDING, & RFPS

The State of Florida will receive a $6,595,311 grant award from the Federal Emergency Management Agency (FEMA). This grant will enable state and local responders and emergency managers to become better prepared to respond to acts of terrorism and other emergencies and disasters. Administered by FEMA through the Florida Division of Emergency Management, at least 75 percent of the grant money will go to local governments to assist in updating local plans and procedures related to hazards response, with a focus on mass destruction. For those submitting applications to the Department of Community Affairs’ Emergency Management, Preparedness, and Assistance Competitive Grant Program, this is a reminder that the submission for on-line applications if 4:00 p.m. on January 16, 2003, and the deadline for submitting hard copy applicatons is January 21, 2003. The purpose of these grants is to assist state or regional agencies, local governments, and private non-profit organizations to implement projects that will further state and local emergency management objectives.
