JULY 11, 2003: Are you interested in sponsoring or exhibiting at the FAPA Conference?  HAZARD MITIGATION AND COMMUNITY PLANNING
The Department of Community Affairs is seeking examples of best practices local governments have used to integrated hazard mitigation into their communities by July 31, 2003. The Department will feature many of these best practices in an upcoming guidebook, "Best Practices for Planning and Hazard Mitigation." The guidebook will also address site development, capital improvements programming and pre- and post-disaster redevelopment.

Your case studies are needed! If you have examples to share with the planning community, please send them to DCA (see contact information below). Digital formats are preferred, but not mandatory. Please include a brief description of the example and other information as appropriate such as website address, graphics and contact information.

Examples of the type of information being sought include:

1. Integration of hazard avoidance or mitigation into land use planning, zoning, or site and subdivision design standards.

2. Land acquisition programs in hazard-prone areas.

3. Integration of hazard avoidance or mitigation into redevelopment plans, particularly, redevelopment in flood- or storm surge-prone areas. This could include post-disaster redevelopment plans or ordinances.

4. The integration of historic preservation or urban design standards into redevelopment plans for hazard-prone areas.

5. The treatment of non-conforming uses in hazard-prone areas, particularly, non-conforming residential densities.

6. Florida Building Code case studies, where communities have increased requirements for building code provisions that have a hazard mitigation component.

7. Participation in the Community Rating System of the National Flood Insurance Program, through measures involving community planning, site and subdivision design, programs for flood proofing existing structures, land acquisition programs, and redevelopment planning.

8. Planning processes for integrating hazard mitigation and community planning, involving broad-based support and participation.

9. Capital improvements planning or programming that support hazard mitigation, including stormwater facilities, hurricane evacuation routes, and emergency shelters.

10. The use of taxes and fees to finance improvements, which are needed for hazard mitigation, including hurricane evacuation and shelter. In particular, we are interested in taxes and fees that are targeted for properties that generate the demand for hurricane evacuation and shelter, or other hazard-related capital improvements.
