HIGHLIGHTS FROM AROUND THE
STATE
Yesterday afternoon, January 2, 2003,
Governor Bush named Colleen Castille as Secretary
of the Florida Department of Community Affairs.
Ms. Castille, 43, earned an undergraduate degree
from Florida State University in International
Affairs. Her career in politics began as a
campaign fundraiser for the Gallagher for Governor
Campaign in 1986. She later joined Insurance
Commissioner Tom Gallagher’s office and was
eventually promoted to senior cabinet aide. In
1995, she jointed Education Commissioner Frank
Brogan’s office as chief cabinet aide, where she
was instrumental in the passage of many education
reforms. In 1999, Ms. Castille joined the Governor
Bush’s leadership team as chief cabinet aide. In
her role as chief cabinet aide, Ms. Castille
specialized in environmental matters. She
researched and helped develop Cabinet policy
regarding local government comprehensive plans,
areas of critical state concern, developments of
regional impact, water-use disputes, and community
development districts. Ms. Castille has already
been in contact with FAPA, and we look forward to
working with her during the upcoming Legislative
Session. She is expected to assume the office of
Secretary on January 7, 2003.
In light of
this announcement, be assured that the FAPA
Executive Committee is aware of the Governor’s
proposals regarding a merging of programs between
the Florida Department of Community Affairs and
the Florida Department of State. Members of the
Executive Committee and staff are engaging this
issue on a number of fronts, guided by the
legislative program adopted by FAPA’s membership
this past September, as well as by national APA’s
policies, including the Smart Growth initiative
adopted last April. The actual process and details
the Governor’s Office and the Legislature will
pursue regarding this issue will be factored into
how FAPA's input and expertise will be applied, as
part of our broader approach to positively impact
planning and growth management and related issues
in Florida. The FAPA Executive Committee and staff
are cognizant of the importance of these issues to
Florida, the planning profession, and its
members.
FEDERAL INITIATIVES
The U.S. Environmental
Protection Agency (EPA) announced that it is
proposing to withdraw its July 2000 final rule
that revised EPA’s Total Maximum Daily Load (TMDL)
program under the Clean Water Act. Based on
comments received by EPA, the agency determined
that the 2000 rule was unworkable. In addition, 24
parties challenged the rule in court. To learn

At
the end of every year, the U.S. Census Bureau
issues data estimates of the population of the 50
states and the District of Columbia through July
1. The U.S. Census’ Population Estimates Program
publishes state population estimates each year for
total population with details on age, sex, race
and Hispanic origin. The first release of total
population estimates at the end of the calendar
year includes demographic components of change
(births, deaths, and migration). Later releases
include population data by age, sex, race, and
Hispanic origin and give numbers for single year
of age, different age groupings, and median age.
The nation’s population grew by 1.1% or 3.1
million people. The five most rapidly growing
states were Nevada (3.6%), Arizona (2.8%), Florida
(2.1%), Texas (1.9%) and Georgia (1.8%). Detailed

The Brookings
Institution now provides online access to
full-text versions of a growing list of book
titles. The searchable programs includes titles in
the following subject areas: government and
politics; general economics; international
economics; international affairs; defense policy;
education; and urban affairs. The website may be

GRANTS, FUNDING, & RFPS
The U.S. Environmental
Protection Agency (EPA) expects to select
approximately ten Brownfields Environmental Job
Training grants by the end of April 2003. Grant
applicants must be located within or near one of
the EPA-funded brownfields grant communities.
Entities with experience in providing
environmental job training and placement programs,
including training in alternative or innovative
treatment technologies may apply. The deadline for
proposals is February 14, 2003. For more

AICP NEWS & INFORMATION
The AICP Study Manuals were
shipped yesterday to Chapter Offices all over the
country. The Florida Chapter should be receiving
its order by the end of next week. Once again, the
new manual has been completely revised. Copies may
be ordered from the Chapter Office for $18.95.

Plan to
attend FAPA’s Legislative Workshop, February
19-20, 2003, at the Holiday Inn Select, 316 West
Tennessee Street, Tallahassee. Hosted by both the
Chapter and the Capital Area Section, and with the
assistance of the Apalachee Chapter of the Florida
Planning and Zoning Association, this day and a
half workshop will provide various viewpoints on
the 2003 Legislative Session as well as the
“challenges and opportunities” that become evident
with a reexamination of Florida’s growth
management program. Invitees include Mayor Glenda
Hood, Legislators, and representatives of the many
organizations in Tallahassee that play a key role
in influencing the development of legislative
policy. An overview of the Fiscal Impact Analysis
Model is also planned for the first day. The
second day will have a more national focus, with
representatives of the Urban Land Institute and
the American Planning Association in attendance to
discuss growth management initiatives and TEA-3.

listing. The program is under development and upon
completion, will be posted to the FAPA website.
