| Wireless Emergency Telephone System; removes annual audit of Wireless Emergency Telephone System Fund from duties of Auditor General; revises provisions for certain nonemergency telephone number pilot projects; specifies that state & local governments are not customers under provisions for wireless E911 monthly fee; authorizes local governments to continue requesting information until application deficiencies are cured, etc. Amends 11.45, 364.02, 365.171,.172,.173, 337.401. | Wekiva Parkway & Protection Act; clarifies DEP's rulemaking authority to implement certain recommendations; clarifies that requirements for local government to develop master stormwater management plan & wastewater facility plan apply only to that portion of local govt. located within Wekiva Study Area; requires local governments hosting interchange on said parkway to adopt interchange land use plan within 1 year after interchange location is established, etc. Amends Ch. 369. | State Budget Planning & Spending; constitutional amendment to limit amount of nonrecurring general revenue which may be appropriated for recurring purposes in any fiscal year to 3 percent of total general revenue funds estimated to be available, unless otherwise approved by three-fifths vote of Legislature; to establish Joint Legislative Budget Commission, which shall issue long-range financial outlooks, etc. Amends s. 19, Art.
