Bios of officers:
Kristen Shell, AICP
Kristen Shell, AICP has 16 years of public and private sector planning experience including serving as the Santa Rosa County Planning Director and Senior Planner for both the Tallahassee-Leon County Planning Department and the Bay County, Florida Development Services Division. Currently, Ms. Shell works as a Senior Planner for the Walton County Board of County Commissioners. She possesses specific skills in urban planning including site planning and comprehensive planning, special area planning, water and sewer facilities planning, and transportation planning. She has extensive experience coordinating the roles of private citizens and governmental staff in the development and implementation of both staff-driven and citizen-driven programs and projects. Ms. Shell has managed large projects as both a private consultant and as a local government planner. Recent projects include the Panama City Downtown North CRA Cultural Heritage Tourism District Plan and the Santa Rosa County Comprehensive Plan Update. Ms. Shell holds both a Master of Engineering degree specializing in Civil Engineering and a Master of Science degree in Urban and Regional Planning.
Catherine McCloy, AICP
Ms. McCloy brings nine years of expertise in an array of both public and private projects throughout the southeast working for Stantec.She assisted municipalities in long range planning projects including vision plans, comprehensive plans, land development regulations and community redevelopment area plans as well as coordinating with local governments on Joint Land Use Studies (JLUS) and their implementation. She also worked on public sector transportation projects including Project Development and Environmental Studies (PD&E) and corridor plans. Her work with private sector clients focuses on master planned communities and includes zonings, comprehensive plan amendments, and large planned developments in Florida and Georgia. She graduated from the University of Florida in 2004 with a Bachelor of Arts in Business Administration and Tourism and Hospitality. She is a graduate of Florida State University’s Department of Urban and Regional Planning where she earned a Master’s of Science in Planning with a Real Estate Certificate in 2007.
Christy Johnson, AICP
Christy Johnson, AICP works as an urban liaison and transportation planner for the Florida Department of Transportation. Christy has been involved in community planning for more than 20 years at the city, county, and state levels. Most recently, she worked as a transportation planner for the West Florida Regional Planning Council where she managed the 2035 Long Range Transportation Plan for the Okaloosa and Walton Transportation Planning Organization. She also worked in community redevelopment as a principal planner with the City of Fort Walton Beach and with Okaloosa County as a senior planner and later, as the transit and grants manager. Christy is past chair of the Emerald Coast Section. She is a graduate of Florida State University where she earned a Bachelor of Science Magna Cum Laude in 1994 and a Master of Science in Planning in 1996. Her specialization of study was environmental planning and water supply.
