APA/AICP NATIONAL ELECTIONS

CAMPAIGN POLICIES
Division and Chapter Related Highlights

[NOTE: The following is excerpted from policies adopted in June 1989, and revised in March 1991, November 1991, May 1993, April 1995, and most recently in March 2001.]

The 2004 APA/AICP campaign season is ready to begin. The information below summarizes campaign policies that may affect APA components (especially divisions and chapters). The complete document, National Election Campaign Policies, can be found at https://www.planning.org/elections/policy.htm in the leadership section of the APA website. All candidates have read and consented to run their campaigns under these policies.

We ask that Chapter Presidents and Division Chairs review this information and forward it to your Executive Committee, Webmaster/Manager, and newsletter editorial staff. If in doubt about any candidate-related material or inquiry, contact Mike Welch, Leadership Affairs Manager, at mwelch@planning.org.

Campaign Season: The 2004 APA National Elections campaign season will begin August 25, 2003 and end on April 16, 2004.

Mailings Lists and Labels: Candidates receive mailing lists and labels from APA national. Please refer any requests for component mailing lists or labels to Mike Welch at mwelch@planning.org

Partisanship: APA component resources are not to be spent or used on behalf of any candidacy unless otherwise permitted by these guidelines.

Advertising and Articles in Component Publications: APA components may not accept advertising, paid or unpaid, for any candidacy to appear in any component publication or on its website.

APA components may not publish special news or feature articles by or about a candidate or candidate-related event or publication between August 25, 2003 and April 16, 2004 except for reference to commitments and on-going APA or AICP activities initiated prior to candidacy. During this time, APA components may mention a candidate's name in reference to ongoing APA/AICP activities or when the candidate's name is a minor but germane part of a larger article. Similar policies apply to photographs.

During the campaign season, APA components may publish the reports of regional Directors and Commissioners who are running for national APA/AICP office to the members of their regions on APA or AICP business. Elected at-large Directors and Commissioners who are current candidates may report to the entire membership on such business. These reports may not be used to campaign. There are no restrictions on report distribution or publication by Directors or Commissioners not running for national APA/AICP office.

Immediately following the nominating committee meetings, elections staff shall notify components publications staff of those who have been nominated.

The following material is excerpted directly from the 2004 National Elections Campaign Policies.

Principles of Equal Access:

A. At all levels, these guidelines seek to balance the right of candidates to have fair and equal access to the members at all levels of the Association, while minimizing the administrative burden on component officers or staff, candidates, and national staff. In general, component officers, meeting arrangers, newsletter editors and staff are expected to give all candidates for the same position similar access to members. For instance, a component may choose to publish no candidate questionnaire responses, but if it publishes any responses, it must publish all responses for the same position. The same applies to speakers at meetings, etc. Details follow.

B. Conferences and Workshops - APA staff and components may invite candidates to be speakers at national or component conferences, provided the invitation is based on the candidates' area of expertise, not their candidacy.

C. Access to Newsletters - Upon request by a candidate staff shall supply the name, address, phone number, and e-mail address of component newsletter editors.

D. Endorsements - Components may endorse candidates. An endorsement is the officially adopted position of the chapter or its executive committee. Endorsements may not be made until the names of all candidates -- nominated and petition -- have been announced in the Leadership Letter. Components need not allow other candidates to respond to endorsements, but the endorsement must list the names of all candidates running for the endorsed position.

E. Component Questionnaires - Using equal access principles APA components may, without staff assistance, send questionnaires to candidates. Responses are voluntary. If editors choose to publish questionnaire responses, they must publish all candidate statements that a component has received for a particular office by a previously indicated deadline.

F. Campaign Materials at Chapter Conferences - If candidates wish to display campaign literature at chapter conferences, it is their responsibility to make arrangements with chapters. Chapters, by vote of their executive committees, may permit or exclude campaign materials by all candidates for a particular office, but may not permit or exclude materials from selected candidates for a particular office.

Articles in or Endorsements by Non-APA Publications:

To avoid confusion over endorsements and matters of fact and policy, APA and AICP request that non-APA or AICP publications that use APA or AICP in their titles and whose subject matter is planning or APA/AICP matters, print a legible statement under their title stating that the publication is "not an official publication of the APA or the AICP." APA/AICP further encourages such publications to comply voluntarily with APA/AICP Campaign Policies, particularly those affecting endorsements and equal access principles.
